New Budget bikes often  cut corners to decrease costs. This means key components such as wheels and tires are very cheap and often bring the whole package down a notch. Fitting quality components to an existing frame can result in a better, more complete bike while still being cost effective. Hand building the bike yourself also means you know it was built to high standards and not as quick and cheap as possible to keep costs down.
